Torn Sail Piece

Strong winds must've torn off a piece of sail. The rotting piece of sail was polluting the water nearby. Take it to Crio who is interested in preserving the aquatic ecosystem.
Word around the wharf is that certain Otters with insatiable appetites hoarded these items regardless of whether they were edible or not, thus making them no longer available.
